Selling or Renting a Home in WA?

A home being sold or rented in Western Australia needs compliant, mains-powered smoke alarms and at least two RCDs (safety switches) before the title transfers or the tenancy starts. I test both in one visit as a licensed electrical contractor, and email you the official WA Electrical Safety Certificate to hand to your agent, property manager or buyer.

The price is $130 for a single storey house. If anything fails, I can fix it myself, because in WA only a licensed electrical contractor can connect mains-powered smoke alarms or fit RCDs.

What WA Law Requires

Smoke alarms

  • Compliant with Australian Standard AS 3786
  • Permanently connected to the mains power
  • Not more than 10 years old and not past their expiry date
  • Interconnected where more than one alarm is installed (the exception is a dwelling whose building permit application was made before 1 May 2015)
  • In the right places: for a standard house, in the corridor outside the bedrooms and on every level without bedrooms
  • Only a licensed electrical contractor can connect or disconnect them

RCDs (safety switches)

  • At least two RCDs on the switchboard, protecting the circuits to power points and lights
  • Required for homes being sold, rented, or used as short-term rental accommodation
  • In place before the land title is transferred, before the lease starts, or before guests stay
  • Two is the minimum, and some switchboards need more
  • Only a licensed electrical contractor can supply and fit them

If something does not pass, I tell you on the spot and quote the fix before I touch anything: replacing expired alarms, adding or interconnecting alarms, or fitting RCDs. I do that work myself, so you are not chasing a second tradesperson.

What do I need to sell or rent my home in WA?
Compliant, mains-powered smoke alarms and at least two RCDs (safety switches) protecting the power point and lighting circuits, in place before the title is transferred or the lease starts. Short-term rentals also need RCDs installed before guests stay.
How old can a smoke alarm be?
Not more than 10 years old and not past its expiry date. The date is printed on the alarm, and I check it as part of the test.
Do smoke alarms have to be hardwired?
Yes. WA requires the smoke alarms in homes being sold or rented to be permanently connected to the mains power. Only a licensed electrical contractor can connect or disconnect mains-powered smoke alarms, so please do not swap them yourself.
Do the smoke alarms have to be interconnected?
Where more than one alarm is installed, yes: they must be interconnected so they all sound together. The exception is a dwelling whose building permit application was made before 1 May 2015.
What is the safety certificate, and do I need one?
It is the official WA Electrical Safety Certificate, on the Building and Energy eNotice approved form, recording what I inspected and found. WA's rules put the obligation on the owner to have compliant smoke alarms and RCDs in place, and the official guidance I found does not require you to hand a certificate over, but it gives you proof on file for your agent, property manager or buyer.
What does the $130 include?
Testing every smoke alarm and RCD in a single storey house, and the official WA Electrical Safety Certificate emailed to you by the next day, GST included. If something fails, I quote the repair before I do anything. Double-storey and larger homes, and unusual switchboards, are quoted before I start.
What are the penalties if my home is not compliant?
WA Consumer Protection says a home offered for sale or rent without a smoke alarm can attract a $1,000 infringement notice, and a landlord can be fined up to $5,000. REIWA notes RCD penalties of up to $15,000 for individuals under the Electricity Regulations 1947. Rules change, so check wa.gov.au for the latest.
